Student Emergency Financial Aid Funds

SUNY Empire acknowledges an authorized representative of the institution has signed and returned to the Department the Certification and Agreement and the institution has used no less than 50 percent of the funds received under Section 18004(a)(1) of the HEERF I CARES Act to provide Emergency Financial Aid Grants to students.

SUNY Empire received $1,705,680 from the Department of Education pursuant to the Certification and Agreement [for] Emergency Financial Aid Grants to Students. All funds were distributed to 1,029 students as of July 13, 2020.

Eligibility and Methodology

SUNY Empire determined that approximately 3,100 students at the institution were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

SUNY Empire prioritized awarding of Emergency Financial Aid Grants to its students in the following manner:

SUNY Empire reviewed applications for eligibility after the application deadline of June 30, 2020.  The funds requested did not exceed the pool awards and were calculated and distributed based on stated need up to the 2019 PELL threshold. Under Section 18004(a)(1) of the CARES Act, 1,029 students received awards ranging from $35.00 to $6,195.00.

Invitation and Application

The institution communicated directly with eligible students and provided an opportunity to apply. An invitation to apply was sent to approximately 3,100 pre-qualified students on June 9, 2020 at 3:00pm.

An application was hosted on a secure online form builder, and all responses were captured and retained. SUNY Empire continued to receive applications until July 3, 2020 and closed after all funds were expended.

Award Notices

Students who met eligibility requirements and completed the online application were notified via email of their award in early July 2020, and grants were distributed via the student’s BankMobile preference within 5 business days. All funds were expended by July 13, 2020. Declination notices were sent to students who did not meet the application criteria.

As of July 07, 2020, SUNY Empire had notified student awardees and was preparing to disburse funds through students’ BankMobile.

Quarterly Report – September 30, 2020

As of July 13, 2020, SUNY Empire disbursed $1,705,680 to 1,029 Title IV eligible students, in awards ranging from $35.00 to $6,195.00. This represents the entirety of the student aid portion of funds fully expended.

Institutional Funds

SUNY Empire acknowledges an authorized representative of the institution has signed and returned to the Department the Certification and Agreement and the institution has used no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. The remaining $1,705,680 was allocated to approved institutional expenses incurred due the disruption of campus operations due to coronavirus.

Student Emergency Financial Aid Funds

SUNY Empire received Student Aid funding under the CRRSAA section 314(a)(1) program. This program, with some changes, provides supplemental funds to the CARES Act section 18004(a)(1) program. SUNY Empire signed and returned to the Education Department a Certification and Agreement as required under the CARES Act section 18004(a)(1) program. We acknowledge that by drawing down the CRRSAA funds, our institution agrees to be bound by the conditions set forth in the CRRSAA Supplemental Agreement including using 100 percent of these funds to provide emergency aid grants to students.

SUNY Empire received $1,705,680 from the Department of Education pursuant to the Certification and Agreement [for] Emergency Financial Aid Grants to Students from HEERF II funds. HEERF II funds were distributed to 3,451 students as of April 19, 2021. Cumulatively, SUNY Empire will be awarded $11,465,532 for Student Emergency Financial Aid Grants by the Department of Education  through HEERF I, II and III.

Eligibility and Methodology

Eligibility was determined by SUNY and was dependent on the student’s EFC and enrollment status for spring 2021. There was no application process. An email was sent on April 6, 2021 to alert eligible students that they were awarded a grant. No action was required on the student’s end to accept the grant. However, if a student wanted the college to retain any portion of the grant funds and apply them to a current outstanding balance, they could "opt-in" with that request. The email included a link to the opt-in form but opting in was only necessary if the student wanted SUNY Empire to apply funds to their account. 

If the student did nothing: Grant funds were awarded to students directly via their BankMobile refund preference

If the student completed an opt-in form: Grant funds were applied to the students' account balance and any excess would be refunded to the student via their BankMobile refund preference. Opting in required the student declare the specific amount to be applied.

3,451 students received awards ranging from $375 - $1,000. One student declined the award, bringing the total to 3,450.

Student Emergency Financial Aid Funds

SUNY Empire received Student Aid funding under section 2003(7) of the ARP. This program, with some changes, provides supplemental funds to the CARES Act section 18004(a)(1) program. SUNY Empire signed and returned to the Education Department a Certification and Agreement as required under the CARES Act section 18004(a)(1) program. We acknowledge that by drawing down the ARP funds, our institution agrees to be bound by the conditions set forth in the ARP Supplemental Agreement including using 100 percent of these funds to provide emergency aid grants to students.

SUNY Empire received $8,054,172 from the Department of Education pursuant to the Certification and Agreement [for] Emergency Financial Aid Grants to Students from HEERF III funds. Cumulatively, SUNY Empire was awarded $11,465,532 for Student Emergency Financial Aid Grants by the Department of Education through HEERF I, II and III.

Eligibility and Methodology

Fall 2021

Eligibility was determined by SUNY and was dependent on the student’s estimated family contribution (EFC) and enrollment status for fall 2021. There was no application process. An email was sent to alert eligible students that they were awarded a grant. No action was required on the student’s end to accept the grant, and the students received funds through their BankMobile preference.

SUNY created a block template which SUNY Empire used to calculate the HEERF III Student Aid emergency grants. This methodology was developed to provide emergency grants to students with exceptional need. Based on this awarding methodology, students received a Base Grant that correlates with their fulltime (FT) or part-time (PT) status plus a standard supplemental amount based on the student's primary EFC. SUNY Empire provided Base Grants of $500 for full time and $250 for part time students. $2,709,500 was distributed to full time students, and $1,313,625 was distributed to part time students on November 17, 2021. Below is a breakout of how much was disbursed for each EFC band at SUNY Empire:

There was no application process. An email was sent to alert eligible students that they were awarded a grant. No action was required on the student’s end to accept the grant, and the students received funds through their BankMobile preference.
